The Al-Kamar Orphanage was an experiment by the JAA to train orphans into killers.
It is revealed in Chapter 173 that the orphanage was run by Sei Asaki. Ideally, the JAA would be able to recruit members for the Order through the Al-Kamar orphanage, but the Al-Kamar orphanage was destroyed in a fire, and no members of the Order have been revealed to be from the Al-Kamar orphanage. During its destruction, six members of the Al-Kamar orphanage went missing, and four of them have been revealed to be working with X in X's Organization. X was also a member of this orphanage at one point.
At one point, the Al-Kamar Orphanage had more than twenty veteran assassins working at it. [1]
